At 5:30 the motor hummed because the tank still had last night’s tanker water, and the bill on the fridge still showed the old owner’s name. I had the keys. I had the sale deed in a plastic file. I did not have a water bill that knew I lived here. Tenants in this lane keep trying to put their names on the jal board account and they keep coming back with a stamp that says no. Owners who skip mutation find the next year’s arrears still hunting the previous family. Name change is paperwork at the ward, not a favour from the lineman who opens the valve at dawn.
What to check at home before you join the name-change queue
Read the bill. You need the consumer number, the old name, the meter number, and whether it is domestic. Wrong category fights are a different morning.
If you bought the house, keep the registered sale deed, ID, a recent photo, the last paid water bill, and the property tax receipt in the same name trail. Many North Indian jal boards also want a no-dues or the latest payment screenshot.
If the house came by inheritance, you need the will or succession papers they list, plus NOCs from other heirs if that is the local rule. Missing a sister’s NOC is a classic six-month pause.
If you are a tenant, read the clause they print: most boards will not shift the consumer name to a tenant. They may allow a correspondence address or a registered mobile. They will still bill the owner. Do not promise the landlord you will “change the name” unless the city actually allows occupant billing, which most do not.

If a tout outside says ₹5,000 “all including name,” walk inside with your papers. Facilitation without a receipt is not in the tariff book.
