At 5:30am I shone a phone torch on the water meter before the motor. The dial had the same number as last Tuesday, and the Tuesday before that. The tank was filling from the line. The impeller should have been crawling. In our Jaipur colony the meter sits in a damp box near the drain, and dust plus a stalled disc is a winter-to-summer classic. The bill still arrived, fat with “average” units, as if the house had been bathing a wedding party. A frozen dial does not pause the computer. It guesses. Ask for a meter test. Keep the last actual reading photo. Do not ignore average billing until it becomes a year of debt you cannot unwind.
Home checks on a dial that will not move
Watch the meter while a tap runs on the ground floor. If the smallest needle or the digital last digit does not twitch, the meter is not counting. If it twitches only sometimes, grit may be sticking the mechanism. Open the box fully. Look for a fogged glass, a rusted coupling, or a wire seal that is broken. A broken seal is a separate argument. Photograph it before anyone “helps.”
Check that the filling you see is after the meter. A bypass, an old gardener’s line, or a society common pipe can fill a tank while your meter sleeps. That is not an invitation to hide a connection. It is a reason to know what the board thinks it is billing. If the meter is dry inside because the line has not reached you for weeks, average billing may still use old high months from a wedding or a tank leak.
Write the reading every Sunday. A stuck meter shows a flat line. A slow leak after the meter shows a crawl even when you are asleep. Those two problems need different tickets. Average billing on a stuck meter is the board covering a device that stopped talking. A leak is your side if it is after the meter.

Photos that beat a verbal “it was working”
Photograph the meter face with the reading, the meter number, and the box, in one set of shots. Photograph a running tap in the same minute. Photograph the previous bill that still had an actual reading, not an average. If the reader left a slip on the door, photograph that too.
If the glass is fogged, photograph the fog. If the seal wire is cut, photograph the cut. If the box is underwater after rain, photograph the waterline. Flooded pits stall meters and also stall honest readings.
Keep a small notebook or a phone album named by month. Average bills often continue for two or three cycles while a test request sits. Your album is how you show the dial never moved.
Neighbour timing and what “normal use” even means
Average billing often copies your own past months or a colony average. If you were away in April and the tank overflowed in May, the computer may still think you are a May house. Ask neighbours on the same diameter connection what their actual units were in the last true-reading month. If they used 15 units on a three-day supply and you are billed 45 on a stuck meter, the average is not a law of nature. It is a placeholder.
In Rajasthan summer, supply is short. A house that fills one 1000-litre tank three times a week is not a mystery. The neighbour who runs a cooler and a tank together will show different use. Do not let the clerk say “everyone is high this quarter” without asking whether your meter produced a reading at all.
Shared meters in old havelis and split floors are a different fight. If two kitchens sit on one meter and it is stuck, both names may still get an average. Get the names on the bill clear before you pay “your half” of a guess.
Complaint path: test, replacement, not silence
Read the back of the bill for the meter complaint or testing desk. File that the meter is not recording, with photos and the last actual reading. Ask for a test. Many boards test on a bench and charge a fee that may come back if the meter is defective. Get the receipt for that fee. Note the ticket number.
If the reader keeps marking “average” or “door closed” while you are home at 5:30am, write that the house was open and the dial is frozen. A “door closed” average is a different lie from a stuck disc. Say which one you have.
Do not skip paying a current demand entirely if the office says the connection will be marked default. Ask in writing how to pay under protest or how to pay the last actual until the test returns. Local practice differs. The ward clerk is the person who knows their own form. We are not that clerk.
After replacement, photograph the new meter’s start reading on day one. Average ghosts sometimes continue if the computer is not updated. Chase that update the same week, not after three more bills.
Approximate INR rates that vary by ward
A meter testing fee, where it exists, often sits in a band such as ₹200 to ₹800 and may be adjustable if the meter fails the test. A replacement meter, if the board charges the consumer, can land somewhere from ₹1,500 to ₹4,000 or more depending on size and whether the body is brass or a plastic domestic type. These numbers are not national law. They move by city, by scheme, and by whether the meter died of age or of a broken seal they blame on you.
A plumber to shift a drowned box above the drain line might ask ₹500 to ₹2,000 depending on masonry. Photocopies and form filling near the office are small shop rates, ₹10 to ₹50.
Do not pay a private person in the lane to “make the average zero.” That is not a tariff. That is a story. Official reversals, if they happen, go through the same bill system. Confirm every fee on a printed receipt in your ward.

If the dial is stuck, should I stop paying until they test it?
Do not disappear from the ledger. Ask the ward how to keep the connection live while the test is pending. Unpaid cycles plus average can stack into a number that is harder to fight than one disputed bill.
They billed average for eight months. Can all of it reverse?
Sometimes a correction uses a test result or a new meter’s first months. Sometimes only part moves. Take the photo history and sit with the billing clerk. There is no single national formula on this page.
The reader never comes. Is that the same as a stuck meter?
No. A missing reader can trigger average even if the dial works. Photograph a working needle and leave a note on the box. File for an actual reading visit as well as, or instead of, a test.
Can I replace the meter myself from the market?
Usually the board wants its own sealed meter. A private disc without their seal can turn into a theft argument you do not want. Ask the official replacement path.
